I took this photo in Zagreb, Croatia. It seemed like this city view point is considered a location for love locks (a.k.a. love padlocks). I've heard that those locks which were affixed to fences or bridges or something similar were normally affixed by lovey-dovey couples. They lock a padlock and throw away the key to pledge their everlasting love. Before Zagreb, I saw some locations with love locks in Amsterdam, Holland. Also after Zagreb, I saw lots and lots of love locks on the Eiserner Steg Bridge in Frankfurt, Germany.
