I took this fantastic dish at one of the most famous restaurants in Bang Saen (Thai: บางแสน) in Chonburi (Thai: ชลบุรี) province, Thailand. The dish is named Pad Kee Mao Kung (Thai: พัดขี้เมากุ้ง). It's kind of like a stir-fried prawns with spicy Thai seasonings.Kee Mao (Thai: ขี้เมา) means drunken, so the dish goes well with Thai beer. Pad (Thai: พัด) means fried, and Kung (Thai: กุ้ง) means prawns in English. So, I'd say it's drunken fried prawns or like that. Anyway, Bang Saen is famous for its beach, so seafood is common there.
