A difference between step on and stamp on

I took this photo in Zagreb, Croatia. It looked like a small animal stepped on fresh concrete. Speaking of which, one of my English acquaintances had talked about a difference between 'step on' and 'stamp on'. According to him, if someone says 'He stepped on my foot' he sees that a thing happened by accident. On the other hand, if someone says 'He stamped on my foot' he sees that a thing happened on purpose. When I talk to him, I keep making small mistakes, and he feels something is wrong with my usage of English.
